Why do people think Carter made the 55 mph national speed limit, when it was Nixon?

Never heard anyone blaming Carter for the 55 mph speed limit. I remember when it went into effect, Nixon was still President. They're probably the same people who blame Reagan for deregulating airlines, when it was Carter.
